CONVOCATÓRIA ABERTA PARA PARTICIPAÇÃO NO WORKSHOP “CRIATIVIDADE E EMPREENDEDORISMO” – ATÉ 25 DE AGOSTO



Nos dias 14 e 15 de setembro, a INOVA+, em parceria com a ANIMA Estúdio Criativo e o Camões - Centro Cultural Português em Maputo, irá organizar o workshop: “Criatividade e Empreendedorismo – Descobre o potencial das Indústrias criativas!”.
Este evento será desenvolvido no âmbito do projeto Creative Tracks. Co-financiado pela União Europeia, o Creative Tracks é um projeto piloto que tem como objetivo ligar redes de empreendedores criativos e culturais em todo o mundo. O projeto é coordenado pela INOVA+, empresa portuguesa especializada em gestão de projetos de inovação a nível europeu, e envolve seis outros parceiros de países europeus, todos com participação activa no campo das indústrias criativas.

O evento “Criatividade e Empreendedorismo – Descobre o potencial das indústrias criativas! ”, que terá lugar nos dias 14 e 15 de setembro em Maputo, tem como objetivo reunir cerca de 50 jovens empreendedores criativos de todas as áreas de criação (música, dança, teatro, design, artes, etc.) e todas as províncias do país, empresas de referência no sector, formadores, especialistas e financiadores, para discutir os desafios de criar e desenvolver um negócio no setor criativo, no contexto moçambicano.
Encontram-se abertas candidaturas para participação até dia 25 de agosto.

SECOND CALL FOR PAPERS for ICAHM 2017 Annual Meeting - Sub-Saharan Africa and International Trade Routes.

This years’ conference of the ICOMOS International Scientific Committee on Archaeological Heritage Management (ICAHM), under the patronage of the African World Heritage Fund, will take place in the ancient trading town Bagamoyo, near Dar es Salaam, Tanzania, 2-5 October 2017.

The emphasis of this meeting will be on: Trade Routes to and from Sub-Saharan Africa to the rest of the World, the Africa Initiative, the Conservation and Sustainable use of Paleoanthropological Sites, Digital Technologies in Archaeological Heritage Management and World Heritage Sites as Sources for Sustainable Development.

We invite submissions of abstracts for papers and poster presentations on the following themes:

O PAANE – Programa de Apoio aos Actores Não Estatais está a recrutar um perito de Curto Prazo Sénior para a concepção de um filme documentário sobre uma selecção dos projectos financiados pelo Programa.

O objectivo da consultoria deste perito é de conceber uma ferramenta audiovisual mostrando algumas das realizações-chave do Programa e permitindo valorizar junto dos parceiros do PAANE o seu impacto em relação com os seus dois Resultados principais.

O contrato de prestação de serviço será assinado com um perito individual para um número total máximo de 30 dias .

Para se candidatar, o perito terá que enviar, unicamente por email:
·         CV actualizado com no máximo de 3 páginas (não serão analisados os CVs com mais páginas);
·         Duas referências que atestem a experiência profissional na área;
·         Apresentação de realizações audiovisuais efectuadas durante os 2 últimos anos e envio de pelo menos 1 filme realizado num formato CD (a ser entregue em formato físico depois de ter enviado a documentação por mail, e sob instrução da equipa do PAANE);
·         Um esboço da metodologia a ser utilizada, baseada na compreensão dos TdR, num máximo de 3 páginas; e
·         Uma proposta de honorários diários esperados, em euros.

1 Contexto
Moçambique é signatário do Acordo de Cotonou que define a participação das Organizações da Sociedade Civil (OSC) no processo de desenvolvimento como um dos princípios fundamentais da cooperação entre a União Europeia (UE) e os Países de África, das Caraíbas e do Pacífico (ACP). O Acordo de Cotonou tem como principais objectivos a redução da pobreza e, a prazo, a sua erradicação e a integração progressiva dos Estados ACP na economia mundial, em consonância com os objectivos de desenvolvimento sustentável.
Neste contexto, o Governo de Moçambique (GdM) e a União Europeia concordaram em promover um programa cuja ambição é responder aos novos desafios da sociedade civil através da assinatura da Convenção de Financiamento (CF) nº FED/2011/022-792 no dia 19.09.2012, para a implementação do Programa de Apoio aos Actores Não Estatais (PAANE) financiado no âmbito do 10° Fundo Europeu de Desenvolvimento (FED). O programa tem duração até Setembro de 2018.
O objectivo geral do Programa é de contribuir para a melhoria da governação e da cidadania em Moçambique visando o desenvolvimento socioeconómico sustentável e a redução da pobreza.
O seu objectivo específico é reforçar a responsabilização mútua entre Actores Não Estatais (ANE), Autoridades Públicas (AP) e o Cidadão.
O Programa prevê atingir os seguintes resultados:
R1. Melhoria da noção e do conceito de cidadania entre os cidadãos, que assim

ficam mais bem preparados para exercerem os seus direitos e deveres;

R2. Melhoria do diálogo político e social entre ANE e AP, através de uma atitude mais pró-activa dos ANE na concepção, planeamento e acompanhamento de políticas, ganhando em legitimidade perante as autoridades e os cidadãos.

O Programa dispõe de um orçamento global de 5.000.000 de Euros e é implementado pelo Governo da República de Moçambique através do Gabinete do Ordenador Nacional (GON) para a Cooperação Moçambique/UE, instituição subordinada ao Ministério dos Negócios Estrangeiros e Cooperação. Para a sua realização foi contratada a empresa de consultoria alemã denominada GFA Consulting Group encarregada de constituir uma Equipa de Assistência Técnica (EAT), composto de um Perito Principal, Chefe de Equipa, e de uma secretária e um motorista.

Entre Outubro de 2014 e Outubro de 2016, o Programa financiou 18 projectos de pequena escala no âmbito do Mecanismo de Resposta a Procura (MRP), repartidos em tudo o País e implementadas por organizações da sociedade civil locais.

O apoio visava financiar acções de 4 curta duração, inferior a 6 meses, cujas actividades respondiam a pelo menos um dos dois Resultados do Programa. Todos os projectos estão encerrados.

 Em paralelo, em Outubro de 2014, foi lançado um Convite para Apresentação de Propostas (CAP) para os ANE a fim de financiar projectos complexos e de longa duração baseados na realização dos resultados do PAANE. O concurso permitiu financiar 11 projectos, implementados por organizações experientes, que arrancaram entre Setembro e Novembro de 2015, após a assinatura de contratos de subvenções elaborados conforme as regras da UE, que têm uma duração entre 18 e 36 meses.

O Programa conta com o plano de Comunicação e Visibilidade do PAANE, aprovado em Fevereiro de 2015, visando dotar o Programa de meios para “desenvolver as suas actividades de forma transparente, com vista a partilhar a sua estratégia, seus métodos de implementação e seus resultados não apenas com os seus parceiros e as entidades direitamente envolvidas no Programa, mas também com o público em geral” O Plano visa também “promover acções que permitirão a identificação clara do Programa (com finalidade também de distinção com as outras iniciativas de apoio à sociedade civil), promovendo uma personalização do mesmo e valorizando a parceria entre o Governo de Moçambique e a União Europeia em favor das organizações da sociedade civil moçambicana.” 1.

1 1.1 – Justificação do Plano de Comunicação e Visibilidade
Este documento foi complementado por um Documento aprovado em Dezembro de 2016, relativo à utilização dos dias de peritos seniores após a Assinatura de uma Adenda ao Contrato de Serviço entre o GON e a GFA Consulting Group. Com o objectivo de responder aos requisitos do Plano de Comunicação e para capitalizar a experiência do PAANE que já entrou na sua fase final de implementação, está previsto realizar um filme documentário sobre os projectos financiados tanto através do MRP como do CAP.
Para aconselhar a Chefe de Equipa na concepção do filme, na escolha dos projectos e para a própria realização do filme, será recrutado a tempo parcial um realizador, especialista em produção de filmes documentários com visão social.

2 Serviços requeridos

2.1 Objectivos e resultados a serem alcançados pelo Consultor

O objectivo da consultoria é de conceber uma ferramenta audiovisual mostrando algumas das realizações chave do Programa e permitindo valorizar junto dos seus parceiros o seu impacto em relação com os seus dois Resultados principais. Convém sublinhar que o formato do filme (20 min máximo) e a limitação de meios não permitirão apresentar os 29 projectos financiados pelo 5

PAANE, mas apenas uma selecção das actividades como forma de ilustração das realizações dos Objectivos do PAANE.
O perito aconselhará a Chefe de Equipa, e os getsores do GON, na fase de concepção do Filme e em particular na escolha dos projectos e assumirá todas as etapas da sua realização, desde a gravação até a montagem e a reprodução das cópias.

O produto final entregue ao PAANE deverá responder aos objectivos enunciados no Plano deVisibilidade e no Documento “Utilização dos peritos” e mostrar em particular a diversidade no tratamento dos dois objectivos principais do Programa, a dinâmica e a criatividade das organizações financiadas pelo PAANE e o impacto do Programa através de todo o País.

O Resultado da Consultoria será um filme de um máximo de 20 minutos, composto de sequências variadas tais como entrevistas, extracto de actividades, apresentação dos locais e dos beneficiários dos projectos, disponível também numa versão curta, fácil de divulgar junto dos órgãos de comunicação social, dos principais parceiros do Programa e das outras instituições interessadas. Tratando-se de um documentário que será transmitido ao público, a DUE deverá participar ativamente nas diversas fases de concepção do filme.

2.2 Actividades a serem realizadas

O consultor deverá realizar as seguintes actividades repartidas em 3 fases:
Fase 1: a preparação

Briefing inicial com a EAT /GON / UE;
Leitura dos principais documentos do PAANE visando:
a. Conhecer o historial do Programa, os documentos de base e as suas principais realizações até a data;
b. Análise das outras ferramentas de comunicação (folheto, boletim, material, website...) para apreciar a identidade visual do Programa;
c. Conhecer de uma forma simplificada os projectos financiados através do MRP e do CAP.
Elaboração de uma proposta para as diferentes sequências do filme (descritivo, entrevistas, extractos de peça teatral, etc.), da repartição do tempo, e de uma duração máxima para a versão longa e para a versão curta, em função dos custos e do orçamento disponível;
Elaboração de um guia para as entrevistas;

Apoio à Chefe da Equipa e os gestores do PAANE no GON e na DUE para a escolha das actividades por projecto a serem filmados e para a identificação e aplicação dos critérios de selecção (temas, localização, diversidade);
Selecção da equipa de filmagem e apresentação à Chefe de Equipa de um orçamento consolidado sobre as despesas de viagem e outras, incluindo uma avaliação do tempo necessário em cada projecto;
Contacto com as organizações seleccionadas, organização logística e planificação das deslocações em concertação com a secretária do PAANE.

Fase 2: a gravação
Deslocação para os locais de filmagem e gravação das imagens e das entrevistas;
Elaboração dos comentários, subtítulos e selecção das trilhas sonoras;
Montagem de 2 filmes documentários: 1 de uma duração de aproximadamente 20 minutos e 1 (Resumo) de menos de 5 min. A língua utilizada no Filme será o português,

com subtítulos em inglês.
Fase 3: divulgação do Filme
Duplicação das cópias e controlo da qualidade;
Aconselhamento para a divulgação junto dos órgãos sociais de comunicação.

2.3 Perfil do perito

Para a realização do trabalho prevê-se a contratação de um perito Sénior de curta duração com o seguinte perfil:

Habilitações e competências:

• Jornalista audiovisual especializado em comunicação social;
• Experiência comprovada de pelo menos 5 anos na concepção e realização de filmes documentários de visão social;
• Ser criativo e portador de ideias inovadoras;
• Ser uma “fonte de propostas” tanto para os critérios de selecção dos projectos, como para o tratamento da informação e o conteúdo do filme;
• Ser rigoroso na gestão do tempo (gravação e montagem);
• Ter trabalhado para uma Organização Não Governamental (ONG), uma organização internacional ou um organismo do Estado no âmbito da cooperação seria uma ventagem;
• Saber comunicar com as organizações da Sociedade Civil;
• Óptimo conhecimento da língua portuguesa falada e escrita; 7

• O domínio de uma ou várias línguas locais faladas em Moçambique seria uma vantagem;
• Ser pró-activo na sua relação tanto com a EAT como com as organizações do CAP.

Experiência profissional:

8 Anos de experiência profissional geral, no domínio da Comunicação audiovisual.

O presente calendário deve ser considerado como indicativo podendo o consultor propor uma calendarização diferente, contudo, o número total de dias úteis não poderá ultrapassar 30.
Espera-se arrancar com o contrato no mês de Maio de 2017, com uma repartição dos dias de trabalho num período máximo de 4 meses.

2.6 Documentos a fornecer

• Lista dos projectos MRP e CAP;
• Etc.

2.8 Localização e meios

Os serviços serão realizados em Maputo e nas Províncias escolhidas como lugares de gravação. O Consultor deverá gastar 100% do seu tempo em Moçambique. Além dos honorários, os custos de deslocação para 1 pessoa (o perito), incluindo os bilhetes de passagem aérea, aluguer de veículos, combustível, per diem para alojamento e alimentação e custos de comunicação serão assumidos pelo Programa nos limites e nas condições fixadas no início da missão pela Chefe de Equipa. Os custos para duplicação de cópias de filme serão igualmente pagos pelo Programa.
Todas as outras despesas, incluindo o pagamento de colaboradores, as suas deslocações e despesas de estadia serão assumidas pelo perito. 9

3 Informações administrativas

Os Peritos individuais interessados devem enviar as suas respostas por mail unicamente, contendo:
• Um curriculum vitae actualizado de um máximo de 3 páginas, demonstrando os requisitos mínimos acima descritos e de acordo com os TdR, contactos (endereço, números de telefone, endereço e-mail, website, etc.);
• Pelo menos duas referências que possam atestar a experiência profissional relevante do perito e/ou fornecer informação substancial sobre o tipo de trabalho efectuado e confirmar a qualidade da experiência profissional indicada;
• Uma apresentação de pelo menos 3 realizações audiovisuais efectuadas durante os 2 últimos anos e envio de pelo menos 1 filme realizado num formato CD (a ser entregue em formato físico depois de ter enviado a documentação por mail, e sob instrução da equipa do PAANE);
• Uma metodologia detalhada a ser utilizada, baseada na compreensão dos TdR, num máximo de 3 páginas.
• Uma proposta de honorários diários esperados, em euros. É importante notar que todas as taxas/impostos referentes aos pagamentos da consultoria serão da responsabilidade do consultor.

Segunda Conferência Internacional da “Oficina de História Moçambique”
“Escravidão, Tráfico de Escravos e a formação de Moçambique”

A “Oficina de História Moçambique” está a organizar a sua segunda conferência internacional anual em colaboração com The Harriet Tubman Institute for Research on Africa and its Diasporas, York University (Canadá), o Arquivo Histórico de Moçambique, o Centro de Pesquisa em Ciências Sociais e Filosóficas da Universidade Pedagógica de Moçambique e a Fortaleza de Maputo. O tema da conferência deste ano é “Escravidão, Tráfico de Escravos e a formação de Moçambique”. A “Oficina de História Moçambique” é um grupo de investigação académica com sede em Maputo, no qual pesquisadores nacionais e internacionais pretendem contribuir para a investigação e debates em curso sobre a história de Moçambique, bem como sobre a história da África e suas diásporas. É um espaço colaborativo e interdisciplinar para a investigação histórica, cuja conferência anual é uma oportunidade privilegiada de encontro para o compartilhamento de projetos de pesquisa concluída e em curso.

Este ano, a conferência busca trazer diferentes perspectivas de análise sobre as inferências diretas e indiretas criadas pela instituição da escravidão em Moçambique desde os primórdios até os tempos atuais. Nesse contexto, convidamos especialmente a submissão de propostas que se envolvam em uma dimensão histórica de carácter interdisciplinar sobre a escravidão e o tráfico de escravos no sudeste da África, e mobilizem coleções especiais de pesquisas disponíveis em instituições internacionais ou em arquivos privados e públicos, envolvendo explicitamente questões relacionadas com a escravidão, tráfico de escravos, resistência, abolição e seus legados em Moçambique. Os organizadores da conferência também receberão propostas de trabalhos que analisem as formas como a instituição da escravidão é lembrada, pesquisada, ensinada e publicamente apresentada. Acadêmicos, estudantes de graduação, pesquisadores independentes, educadores e historiadores locais pesquisando sobre Moçambique e história africana são convidados a submeter suas propostas de trabalho. A Conferência realizar-se-á nos dias 27 e 28 de Outubro na Fortaleza de Maputo, Moçambique.

PROGRAMME EXPERIENCES

  • 1. Women's Empowerment Mainstreaming And Networking (WEMAN) - Sub-Saharan Africa and Asia
    WEMAN is an initiative which focuses on gender mainstreaming in rural development with the objective to contribute to food and income security, sustainable livelihoods, and gender equality in sub-Saharan Africa and Asia. Implemented by Oxfam Novib, the project works with local civil society, governments, businesses as well as United Nations agencies and other donors to support them to put gender frameworks into practice in their programmes. This is mainly achieved by integrating the Gender Action Learning System (GALS) - a community-led empowerment methodology - into financial services, farmer training, business development services, and market linkages.

     
  • 2. WeFarm - Global
    WeFarm is a free peer-to-peer service that enables farmers to share information via SMS, without the internet and without having to leave their farm. Farmers can ask questions on farming and receive crowd-sourced answers from other farmers around the world in minutes. An example of a typical interaction would be a farmer in Kenya asking a question about starting a micro-business on rearing rabbits, then not only receiving answers back from other farmers in Kenya, but also from farmers in Peru.

  • 3. Lessons for Sustainability: Failing to Scale ICT4Ag-Enabled Services [2016]

    The Technical Centre for Agricultural and Rural Cooperation (CTA), a joint international institution of the African, Caribbean and Pacific (ACP) Group of States and the European Union (EU), launched a call for papers on failed information and communication technologies (ICTs) for agriculture (ICT4Ag) projects/initiatives - projects that showed early promise and received third-party support (from governments, donor agencies, or private sector investors) but did not reach fruition. The stories in this booklet are the result. They stress the importance of understanding the intended users, ensuring economic viability, fully promoting the service, and making sure the technology offered is the right solution to the problem.

     
  • 4. The Power of Maps - Bringing the Third Dimension to the Negotiation Table [2016]
    Produced by the CTA, this report documents some of the success stories that have emerged as a result of CTA's initiatives in participatory geographic information systems (PGIS) in recent years. As explained in the report, PGIS combine a range of geo-spatial information management tools and methods such as sketch maps, participatory 3D models (P3DM), aerial photographs, satellite images, global positioning systems (GPS), and geographic information systems (GIS). CTA has been using and promoting PGIS to ensure that the communities they are working with have a voice in the development of policies affecting agricultural development and the sustainable management of natural resources.

     
  • 5. Using Mobile Voice Technology to Improve the Collection of Food Security Data: WFP's Mobile Vulnerability Analysis and Mapping [2016]
    By Alice Robinson and Alice Obrecht
    This case study looks at the United Nations (UN) World Food Programme (WFP)'s innovation into Mobile Vulnerability Analysis and Mapping (mVAM), a programme that integrates mobile technology, including SMS, Interactive Voice Response (IVR), and live calls, into WFP's established food security monitoring systems. The case study is based on a review of project literature and 13 interviews with project staff, partner staff, advisors, and wider stakeholders across the humanitarian sector over a period of two months in 2015.

     
  • 6. Exploring the Potential for Interactive Radio to Improve Accountability and Responsiveness to Small-scale Farmers in Tanzania [2016]
    By Heather Gilberds, Calum Handforth, and Mark Leclair
    This report presents the findings of a 12-month-long research project in Tanzania, which examined the possibilities of new digital technologies along with radio to ensure that agricultural development projects are farmer-centred and meet the needs of those they intend to serve. Specifically, it assesses Farm Radio International's Listening Post - a model that combines radio and digital technologies to collect and aggregate farmer feedback to aid decision-making and adaptive project implementation. The research highlights barriers to success and shares lessons learned during the process of designing and implementing the model.

     
  • 7. Embracing Web 2.0 and Social Media: A Life-Changing Pathway for Agricultural Development Actors [2015]
    This book, published by CTA, looks at how Web 2.0 and social media have contributed to improving agriculture and rural development across the African, Caribbean, and Pacific (ACP) region. Based on testimonies from projects CTA has supported over the years, the book looks specifically at how Web 2.0 and social media have contributed to: improved policy dialogue and advocacy, value chain development, and the provision of information services. The technologies referred to in the testimonies include Twitter, Facebook, Wikis, RSS feeds, blogs, Google Drive, and Skype, which in some examples are also complemented by more traditional media such as radio.

     
  • 8. A Gender-Responsive Approach to Climate-Smart Agriculture: Evidence and Guidance for Practitioners [2016]
    By Sibyl Nelson and Sophia Huyer
    This brief from the Global Alliance for Climate-Smart Agriculture (GACSA) focuses on taking a gender-responsive approach to Climate-Smart Agriculture (CSA) by recognising the specific needs and capabilities of women and men. The premise is that site-specific CSA practices that are also gender-responsive can lead to improvements in the lives of smallholder farmers, fishers and foresters, as well as more sustainable results.

     
  • 9. A Passion for Video - 25 Stories About Making, Translating, Sharing and Using Videos on Farmer Innovation [2016]
    Edited by Jeffery Bentley, Eric Boa, and Mundie Salm
    This publication shares stories about the production and distribution of farmer-to-farmer videos. These are videos that have been produced for farmers to inform them about the agricultural practices and innovations used by other farmers in an effort to support sustainable agriculture in developing countries. Many of the videos are produced by young professionals from agricultural organisations who have been trained by Access Agriculture, an international non-governmental organisation (NGO) which showcases agricultural training videos in local languages, to make farmer-to-farmer videos.

     
  • 10. Impact of FAO-Dimitra Clubs: Empowering Rural People - Video Series [2016]
    This video series about Dimitra Clubs was produced to highlight the strengths and uniqueness of this gender-sensitive participatory communication approach. The approach has been developed by the Food and Agriculture Organization (FAO) Dimitra project, a gender sensitive information and participatory communication project that contributes to the empowerment of rural populations in Africa, women and youth in particular.

     
  • 11. Communication for Development, Community Media and ICTs for Family Farming and Rural Development [January 2015]
    This policy brief resulted from a global online forum hosted in 2014, in which participants from different countries discussed policies to support improvements in rural communication services (RCS) by responding to actual needs and by fostering better linkages between the different sectors involved. Hosted as part of the e-Agriculture Community of Practice and organised by FAO and the World Association of Community Radio Broadcasters (AMARC), the overall feedback from this forum was that "the starting point for improved rural communication services as part of agricultural policies should be to address the real needs of farmers and involve them in the different stages of the development process."

    This manual is a condensed reference guide on the Designing for Behavior Change (DBC) approach used by The Technical and Operational Performance Support (TOPS) Program, a programme seeking to build the capacity of Food For Peace (FFP) grantees and other food security and nutrition implementers.

     
  • 13. Planning Communication for Agricultural Disaster Risk Management: A Field Guide [2015]
    Published by FAO, this field guide provides an overview on how to assess rural people's communication needs and how to plan and implement communication for development (ComDev) activities in the context of disaster risk management, crisis preparedness, and emergency response in agriculture, food security, and nutrition. It also provides guidance on how to apply ComDev to enhance the overall participatory planning and results monitoring processes within Agricultural Disaster Risk Management (ADRM), ensuring multi-stakeholder dialogue and participation.

     
  • 14. Communication for Rural Development - E-learning Course [July 2016]
    Developed by FAO, this course aims to guide users in designing and implementing communication strategies for agricultural and rural development initiatives, combining participatory methods with communication processes, media, and tools such as community media and ICTs. The ComDev approach promoted in the course is designed to address the knowledge and information needs of rural stakeholders and to facilitate their active involvement in development initiatives.

     
  • 15. Women in Agriculture: A Toolkit for Mobile Services Practitioners [2014]
    By Megan O'Donnell
    Created by GSMA mWomen in partnership with GSMA mAgri, this is a resource for mobile network operators and members of the wider mobile ecosystem who are thinking about developing mobile-enabled agricultural services (mAgri services) for rural women. The toolkit provides a step-by-step guide across each stage of the product development process, along with successful examples and recommendations. It covers a full range of mobile services, including value-added (information, advisory, or other), financial, and basic services (voice, short messaging service (SMS), and data).

     
  • 16. Social Media Handbook for Agricultural Development Practitioners [September 2013]
    By Dustin Andres and Josh Woodard
    This interactive handbook is designed to help practitioners working in agricultural development to plan and use social media for agricultural communications efforts. As explained in the handbook, "for agricultural development practitioners, social media tools can expand the reach of your community, strengthen partner relationships, support programmatic initiatives, and provide a vital means to increase the visibility of your public profile and engagement."

Financiamento para Publicação de Artigos Científicos em Revistas Internacionais, e de Livros de Investigadores Moçambicanos na Área de Ciência e Tecnologia
O Fundo Nacional de Investigação (FNI), é uma instituição criada pelo Governo de Moçambique, com objectivo de incentivar a investigação científica, através do financiamento de projectos de investigação, inovação e transferência de tecnologia, realização de jornadas científicas e tecnológicas e outros que visam a promoção da ciência e tecnologia no país.
Por forma a disponibilizar o resultado da investigação realizada pelos investigadores nacionais à sociedade nacional e internacional, o FNI tem disponível, com o apoio dos programas HEST e ASDI, fundos para o financiamento de publicação de artigos e livros científicos em jornais e revistas nacionais e internacionais.
Este financiamento será atribuído mediante a solicitação do pagamento dos fees para a publicação, por escrito ao FNI, anexando o comprovativo de aceitação do artigo em determinada revista e/ou comprovante da revisão científica do livro à publicar. Após publicação do artigo ou livro científico, uma cópia deverá ser submetida ao FNI. Encoraja-se aos jovens cientistas e mulheres a fazerem uso desta oportunidade.

 Excellence du parcours universitaire (résultats, participation à des programmes de recherche ou à des conférences)
 Avoir un projet d’études clair, bien renseigné et cohérent par rapport à son parcours académique et/ou professionnel antérieur.
 Cohérence du projet professionnel au Mozambique après les études. Un engagement formel de l’intéressé à revenir travailler dans une université ou une institution mozambicaine est hautement souhaitable. Il faut montrer en quoi votre activité professionnelle participe au développement du Mozambique.
 La recherche active d’universités et de programmes de master correspondant à ce projet est un atout qui sera valorisé. (Toutes les informations relatives aux parcours universitaires en France sont disponibles sur le site CampusFrance : http://www.campusfrance.org/fr/rubrique/etudier-en-france )
 Le niveau DALF C1 au moment de l’inscription à l’Université. Les étudiants sélectionnés qui n’auraient pas ce niveau devront suivre avant leur départ des cours de français afin d’atteindre le niveau C1 confirmé par un DALF ou un TCF. L’échec à cet examen et/ou le manque d’assiduité à ces cours de français entraînera la suppression de la bourse.

CRITERES D’ÉLIGIBILITE
 Etre de nationalité mozambicaine

 Excellence du parcours universitaire (résultats, participation à des programmes de recherche ou à des conférences)
 Avoir un projet d’études clair, bien renseigné et cohérent par rapport à son parcours académique et/ou professionnel antérieur.
 Cohérence du projet professionnel au Mozambique après les études. Un engagement formel de l’intéressé à revenir travailler dans une université ou une institution mozambicaine est hautement souhaitable. Il faut montrer en quoi votre activité professionnelle participe au développement du Mozambique.
 La recherche active d’universités et de programmes de master correspondant à votre projet sera valorisée.

 Le niveau DELF B2 est exigé par les Universités françaises au moment de l’inscription. Les étudiants sélectionnés qui n’auraient pas ce niveau devront suivre avant leur départ des cours de français afin d’atteindre le niveau B2 confirmé par un DELF ou un TCF. L’échec à cet examen et/ou le manque d’assiduité à ces cours de français entraînera la suppression de la bourse.

L’Ambassade de France propose aux candidats de FLE des bourses pour trois types de formation. Les candidats pourront exprimer jusqu’à deux choix maximum parmi ces trois options.
 Master 2 BELC : formation semi présentielle (deux séjours d’un mois et études à distance sur une année) pour les candidats en poste et titulaire d’une expérience professionnelle significative.
 Master FLE en présentiel.
 Master Littérature française en présentiel.

 Pour le Master BELC : être en poste (universités, écoles secondaires, centre de langues, etc.) et justifier d’une expérience professionnelle d’au moins 3 ans.

multicultural. O RLC SA desenvolve as habilidades de jovens líderes africanos, fornecendo núcleo de formação em assuntos

Empreendedorismo; Liderança Cívica e Gestão Pública.

7th African Unity for Renaissance International Conference and Africa Day Expo
Conference Theme: Placing Africa firmly in the realm of Sustainable Development Goals
Sustainable Development Goals (SDGs) have replaced the Millennium Development Goals (MDGs) as a new, post-2015 development agenda. Concurrently, the African Union (AU) has established a blueprint for Africa’s development in the form of Agenda 2063. In the presence of these two development pathways, a new shift in the balance of emphasis on Africa’s development aspirations has evolved, with interface between Social and Natural Sciences/Applied Sciences becoming pivotal in the achievement of sustainable development goals. It is generally agreed that Africa made significant strides under MDGs. This was achieved with limited Science and Technology support. As such African countries have realised that much more can be achieved if both social and natural sciences as well as Technology are equally leveraged. With this awareness it is being contended that for African countries to be able to attain sustainable development goals, the interface between social sciences and technologies need to be supported by serious investment consideration in Science and Technology. .
The 7th Africa Unity for Renaissance International Conference seeks to bring together established researchers and scholars in the fields of sustainable development, economics, green economy & renewable energy, environment and systems sciences to interrogate Africa’s response to the new development agenda as specified in the SDGs and Africa’s Agenda 2063. Participants will converge in Pretoria to develop Africa’s approach to Sustainable Development Goals. Discussions will be guided by following themes:-

For the first time the Africa Unity for Renaissance International Conference will run a PhD colloquium. PhD students and Post-Doctoral Researchers are encouraged to submit abstract as well. The format and deadlines for abstracts is similar to the one specified for conference participants. This PhD colloquium aims to provide opportunities for PhD students to:
 Receive feedback on their research from their peers, senior scholars and other experts,
 Identify and learn how their research can achieve practical impact in the sustainable development space.
 Interact and form networks with peers, senior scholars and other experts with various perspectives and from different institutions and countries.

The Council for the Development of Social Science Research in Africa (CODESRIA) invites applications from suitably qualified senior African scholars for the position of Executive Secretary in its pan-African Secretariat located in Dakar, Senegal. This position, which will fall vacant in 2017, is the most senior management post in the Executive Secretariat and the successful candidate will be expected to function as the leader of the institution and a diverse team of staff under the overall supervision of the Executive Committee of the Council.

Established in 1973 as a pioneering, independent, pan-African and not-for-profit organisation for the development of social research in Africa, CODESRIA is today widely recognised as the premier institution on the continent for the generation and dissemination of multidisciplinary research knowledge in the social sciences and humanities. The position of Executive Secretary is a key one both in the development of the programme mandate of the Council and the realisation of the strategic institutional objectives set by the triennial General Assembly of its members. The successful candidate will be required to:
• Be responsible for the day-to-day management of the affairs of the Council to the highest professional standards on behalf of the Executive Committee;

• Lead the Secretariat in implementing the scientific programmes and intellectual agenda of the Council;

• Serve as the Secretary to the General Assembly, the Executive Committee, and the Scientific Committee;

• Be responsible for the development and implementation of the Council’s fundraising strategy;

• Negotiate and sign all contracts on behalf of the Council;

• Undertake representational duties on behalf the Council;

• Raise funds and manage them efficiently

• Manage existing donor relations and expand the core donor base and secure new sources for the funding of the intellectual agenda and strategic plan of the Council;

• Coordinate the production of activity and financial reports for the funders of the Council;

• Enhance the membership base of the Council and structure a system of accountability to its members;

• Mobilise the members of the Council to participate fully in its programme of activities;

• Recruit and manage staff for the effective implementation of the Council’s work programme;

• Take a lead role in the development of new programmes and activities, and in the mobilisation of researchers across Africa to participate in them in accordance with existing institutional rules and strategy;

• Manage relations with other organisations in the interest of the Council;

• Promote contacts with researchers, universities and other research institutions, professional associations and regional organisations within Africa, across the global South and in the rest of the world; and

• Play a lead role in the realisation of the scientific mission and mandate of the Council.


Qualifications
Applicants must:
1. Have a sound university education and at least ten years of post-doctoral working experience in a reputable research and/or research training environment;

2. Have a good knowledge of CODESRIA, its institutional mandate and programme strategy;

3. Possess a demonstrable ability to mobilise and promote the work of African researchers;

4. Be familiar with the African social research environment and be recognised by the African social research community;

5. Have a first-hand knowledge of the African higher education system in general and the African university context in particular;

6. Have a strong personal track-record of research;

7. Demonstrate multidisciplinary research experience on development issues;

8. Have a good grasp of trends in international social science research and programming;

9. Have proven experience of institution and programme management in an academic environment;

10. Be experienced in fund-raising, resource management and the preparation of reports for funding partners;

11. Have a distinguished record of publications;

12. Have demonstrable skills in the leadership and management of personnel in a diversified, multi-cultural environment; and

13. Knowledge of ICTs and their applications

14. Be fluent in English, French, Arabic, or Portuguese and have a good working knowledge of at least one of the other languages.

The salary level that will be offered will depend on the successful applicant’s experience and qualifications, and will be broadly comparable to those of similar posts in other international organisations.

Fellowship Training Programme

The Fellowship Training Programme was Irish Aid's first scholarship programme, begun in 1974. Since that time, it has brought suitably qualified candidates from developing countries to undertake Masters degrees at universities and colleges in Ireland, with further students supported for similar courses in their own region.
Awards are made in fields such as development studies, rural development, health care, education and law with the aim of supporting and enhancing the contribution recipients can make to Irish Aid's partner organisations. Fellowship eligibility requirements aim to ensure close alignment with Irish Aid's programmatic approach.
The scholarship award covers course fees, required flights, accommodation (for out of country study), monthly allowances, insurance and other incidental expenses. Eligible Masters programmes in Ireland commence in the period August to September each year and, depending on the course, scholarships will run for between 10 and 16 months.

Launching the Grand Challenges Africa Grants

AESA, an initiative of the African Academy of Sciences and the NEPAD Agency, is happy to announce that with the support of the Bill & Melinda Gates Foundation, we are committing USS$ 7 million for Grand Challenges Africa Grants to fund innovative and bold ideas that will impact on Africa’s health and developmental outcomes over the next five years.
We will have calls for proposals each year, which will give out up to US$100,000 in Innovation Seed Grants for two years to innovators in Africa with any level of experience, working in any discipline in colleges, universities, government laboratories, research institutions, non-governmental and non-profit organisations.
Projects which show promising results will be eligible to later apply for Phase 2 funding of up to $1 million from AESA or the Bill & Melinda Gates Foundation.
The first call for proposals open today and is focused on innovators seeking solutions and strategies:

  1. To reduce maternal, neonatal and child deaths in Africa

RESOLUTIONS OF 29TH GENERAL ASSEMBLY
Resolution No. 1
The 29th General Assembly of ICSU expresses its deep gratitude to H.E. Armando Emilio
Guebuza, President of Mozambique, to H.E. Venancio Simao Massingue, Minister of Science and
Technology, and to Patricio Sande, President of the Scientific Research Association of
Mozambique (AICIMO), for the exceptional arrangements made for the ICSU meetings and the
scientific visits to the Provinces and Districts, for the generous support of representatives from
developing countries in all regions of the world, and for the truly hospitable welcome extended to
participants.
The 29th General Assembly appreciates the scientific progress made by Mozambique in the last
decade and commends the Government of Mozambique for developing a farsighted Mozambique
Science, Technology and Innovation Strategy (MOSTIS).
The 29th General Assembly recommends that the Executive Board of ICSU be mandated to
explore and identify the most appropriate mechanisms to mobilize the National Members, Scientific
Unions, Interdisciplinary Bodies and Scientific Associates of ICSU to work with the scientific
community and its institutions in Mozambique in support of the Government of Mozambique to
implement its science and technology strategy and action plan.
The Executive Board is asked to report back to the next General Assembly in 2011 on progress
made in this regards.
Resolution No. 2
In the context of the discussion about the International Polar Year (IPY) and the report of the
Strategic Committee on Information and Data (SCID), ICSU shall take a leadership role in
developing basic principles for forward planning at all stages of research projects and programmes,
for data identification, sharing, availability and longterm preservation, noting that data management
should be an intrinsic element of programme reviews.
Resolution No 3:
Recognizing that modern information and communications technologies are revolutionizing the
conduct of scientific research and education, all efforts must be made within the international
scientific community to improve internet capabilities in scientific, technical and educational

institutions in Africa and around the World.

African Leaders Endorse a Science Funding Platform for Africa: the Alliance for Accelerating Excellence in Science in Africa (AESA)

Nairobi/Addis Ababa/London/Seattle/Johannesburg, March 9, 2015: In a key development for scientific and health research in Africa, the African Union (AU) Heads of State and Government Summit in Addis Ababa, Ethiopia, endorsed the establishment of the Alliance for Accelerating Excellence in Science in Africa (AESA) - a platform created by the African Academy of Sciences (AAS) and the NEPAD Agency. This pan-African platform offers an opportunity for the long-term development of research leadership, scientific excellence and innovation that impact on Africa’s developmental challenges. The AESA platform will, among other things, identify challenges that hinder rapid scientific advancement in Africa, run open calls for proposals with transparent review processes, actively manage grants and evaluate and measure the impact of such investments. AESA will promote the collaborative and coordinated implementation of the Africa Union’s (AU) Science, Technology and Innovation Strategy for Africa (STISA 2024) in the area of health.
H.E. Dr. Martial De-Paul Ikounga, Commissioner of Human Resources, Science and Technology (HRST) at the AU said: “We developed STISA as a multi-purpose policy advocacy strategy for mainstreaming innovation in the priority areas of the African Union of which health and wellbeing are part. Mobilization of domestic excellence and financial resources and leveraging external support are vital for the successful implementation of STISA 2024”.

Dr. Ibrahim Assane Mayaki, CEO of NEPAD Agency remarked that the NEPAD Agency is committed to work with African institutions in applying science, technology and innovation in addressing Africa’s challenges in health and is therefore pleased to draw upon the capacity that resides at the African Academy of Sciences to establish AESA
African leaders at the 24th Summit meeting from 30-31 January 2015 also called upon Member States, regional and global partners as well as private foundations to support the Alliance in order to strengthen health research and innovation in Africa.
AESA has already received the recognition and financial support of three developmental partners, the Bill and Melinda Gates Foundation, the Wellcome Trust and UK’s Department for International Development (DfID). In a response to this call by the Summit these three partners issued a statement saying: ‘We welcome the African Union’s recent call to establish the Alliance for Accelerating Excellence in Science in Africa (AESA), to be led by the African Academy of Sciences (AAS) in collaboration with the NEPAD Agency. The announcement marks a major step toward advancing global health and development across the continent. We are funding the development of AESA and share the vision of supporting the next generation of outstanding
African researchers, who will help solve some of the continent’s greatest health and development challenges.
When announcing AESA at a recent meeting of twenty African Academies, the AAS President Prof. Aderemi Kuku referred to this development by saying ‘this marks a new dawn for science development on the continent’.
A formal launch of AESA is planned on the side-lines of the next AU summit in June 2015 in South Africa.

African scientists look set to gain greater
control over research in their own
countries, if an ambitious plan for
a regional hub to award grants and develop
research capacity bears fruit.
Three international funding bodies are
giving seed cash of around US$4.5 million
to establish the Alliance for Accelerating
Excellence in Science in Africa (AESA).
The London-based biomedical charity the
Wellcome Trust also hopes to transfer
the management of millions of dollars in its
research funds to the alliance. AESA’s other
two backers are the UK Department for International
Development and the Bill & Melinda
Gates Foundation in Seattle, Washington. The
idea is that AESA will be a platform for managing
Africa-focused research programmes and
a think tank to direct the continent’s science.
“Science can and will transform Africa. But
to get there, we must train critical numbers of
excellent scientists in all corners of Africa. That
is the mission of AESA,” says Tom Kariuki, a
Kenyan immunologist who was appointed as
the alliance’s director in March. It is due to be
launched in June by African heads of state,
and will operate out of the headquarters of the
African Academy of Sciences in Nairobi.
REMOTE CONTROL
For decades, African science capacity and
research output have lagged behind those
of the rest of the world. But they are now
taking off in fields with clear impacts on African
development, such as health and agriculture,
in nations including Uganda, Kenya,
Ghana and Nigeria (see Nature 474, 556–559;
2011). One problem is that overseas funders
still supply a large chunk of the research cash
and decide where and how it is spent.
“Much of the research done in Africa is still
predominately financed by global funders from
Western Europe and the United States, and still
managed from Western capitals from funders’
head offices,” says Kariuki (see ‘Funding from
abroad’). That has limited the impact of such
research, in part because it matches priorities
set outside Africa. Funding is in short supply for
studying neglected tropical diseases, for example,
and funding for HIV research is not always
directed at the countries in the greatest need.

Like most life-sciences fields, synthetic
biology faces issues with reproducibility
(see Nature 515, 7; 2014). It has proved difficult
for labs to replicate strains engineered
by others, which is hampering progress in
industry and in academic research. One lab
may not provide enough information about
how a part was made for another to reproduce
the work. Or researchers may toil to
refine a process, only to find that the developer
has already done that work without
reporting it in the literature.
“It’s just difficult to know all the information
out there, because there isn’t a set of
standard ways to describe what we know
about a biological resource,” says Ryan
Ritterson, a synthetic biologist at the University
of California, San Francisco.
Synthetic biologists who work in industry
pushed for standards that would simplify
commercial decisions. For instance, organisms
that make products well in the lab do
not always work when grown to bigger
scales. Boyle advocated the development
of ‘reference strains’ whose behaviour has
been characterized in different types of fermentation
equipment and growth media.
This is particularly important to companies
that want to understand whether variations
in manufacturing efficiency stem from the
organisms or from external factors.
The NIST-led effort is not the first
attempt at standardizing the tools and
methods of synthetic biology. The Synthetic
Biology Open Language project is an online
consortium that is developing standard
nomenclature, symbols and other tools
to describe engineered systems. The Bio-
Bricks Foundation has designed a licence
to facilitate the free exchange of biological
parts. And several repositories make and
distribute such parts.
But those efforts have addressed only
some of the reproducibility issues in
synthetic biology. Parts in some of the
repositories do not always work or are mischaracterized.
Not all companies want to use
parts that are in the public domain, or contribute
their components to these repositories.
And the field has moved on since some
of the standards were set; for instance, the
standard method for assembling BioBricks
can be slower than newer methods for
making complex DNA assemblies.
Meeting participants said that they
hoped that the NIST initiative’s inclusion of
researchers and companies would help it to
overcome some of those problems. “We had
people coming from different areas who
all have different stakes in the outcome,”
Ritterson says, “and rather than dividing
into factions and deciding what standards
would work best in our applications, we had
thoughtful conversations about the standards
that would work best for the entire
community.” ■

“It’s weird that for 40 years, the agenda-setting
and the funding decisions for research in Africa
has been done from London, Seattle, Geneva or
wherever,” agrees Kevin Marsh, a clinical epidemiologist
at the University of Oxford, UK,
and a senior adviser on the AESA initiative.
Instead, AESA will invite funders both on
and outside the continent to delegate the peerreview
and grant management of their African
programmes to the alliance. The idea is to shift
the centre of gravity for African funding decisions
to the continent, says Simon Kay, head
of international operations at the Wellcome
Trust. AESA wants to create more buy-in from
African governments on the research being
done, Kay adds.
MONEY MANAGEMENT
As a start, the Wellcome Trust is considering
handing over the management of its fiveyear,
£40-million (US$60-million) Developing
Excellence in Leadership, Training and
Science initiative to AESA later this year. This
programme, launched last September, aims to
build up research capacity and train leaders
who can drive regional agendas, by awarding
competitive grants, initially in health research. It
expects to announce the winners of its first crop
of applications in May. The charity will cede
more control only if it is sure that Nairobi can
manage the programme to its own standards —
so AESA staff will undergo a year of training.
Marsh says that other funders have signalled
their eagerness to hand over programmes to
AESA. “Let’s say we start with £40 million. I’d
be disappointed if in a year’s time we haven’t
at least doubled that. And in the long term, we
have to move to hundreds of millions,” he says.
The funding cannot come just from international
donors, African scientists agree.
“This is a great initiative. But it will be stillborn
unless African governments put money
into it,” says Salim Abdool Karim, a clinical
epidemiologist
and director of the Durbanbased
Centre for the AIDS Programme of
Research in South Africa. The hope is that
AESA would be attractive because it offers
governments a way of awarding merit-based
science grants without having to train their own
grant managers and set up research funders
nationally.
A smaller partnership has already been
attempted by the European Union: from 2011
to 2013, it gave €14 million (US$15 million) to
the African Union in Addis Ababa to manage
competitive grant calls in research areas including
agriculture, water and sanitation. But African
governments have not followed up on that
effort by chipping in with their own money.
AESA has not yet secured any African
national government funding. But it will
receive $500,000 towards its setting up from
the New Partnership for Africa’s Development,
a continental body for making and implementing
policy, with headquarters in Pretoria.
Kariuki says that AESA will also lobby African
governments to support research in their own
countries. ■

3.ª edição da
Residência Artística – Programa de Arte Contemporânea (Artes Visuais e/ou Fotografia) em Lisboa

Abertura de Candidaturas
2 a 30 de novembro


O Camões – Centro Cultural Português em Maputo e a Direção de Cultura da Câmara Municipal de Lisboa informam que abre no próximo dia 2 de novembro o processo de candidaturas à 3.ª edição da Residência Artística – Programa de Arte Contemporânea (Artes Visuais e/ ou Fotografia) em Lisboa.

A Residência Artística realiza-se entre 15 de maio e 15 de junho, em Lisboa, e destina-se a artistas visuais ou fotógrafos, de nacionalidade moçambicana ou residentes em Moçambique há mais de dez anos, que já tenham realizado pelo menos uma exposição individual quando da candidatura ao programa.

Após Félix Mula (vencedor da 1.ª edição) e Euridice Kala (vencedora da 2.ª edição), convidam-se os artistas moçambicanos a consultarem o regulamento desta Residência Artística na página de Internet do Camões, IP (www.instituto-camoes.pt) e da Embaixada de Portugal em Maputo (www.maputo-embaixadaportugal.mne.pt). O regulamento pode ainda ser solicitado no Centro Cultural Português em Maputo e no Pólo da Beira.

As candidaturas terão de ser submetidas até dia 30 de novembro e devem ser entregues, em suporte de papel, na biblioteca do Centro Cultural Português em Maputo, Av. Julius Nyerere, 720, Maputo.
